Is Skeleton category asking us to make a library or package? or is it like a code block you can use?

Could anyone give more clarification about this category? how would you test a code block?
is a package or library a better way to put it?

    The skeleton code isn't tested, the apps you build with it are. ◡̈ Your mission is to explain how you used skeleton code to streamline developing the apps, e.g. with code blocks or templates

    I agree with this question. It is somewhat confusing.
    I also think that it means something like creating an open-source library for some purposes, but I am not sure.
    Please, any clarifications from Hackathon organizers are welcome!
