"You can provide login credentials in public code repo" could be dangerous for generating cost on cloud provider => Captcha?

Hi, "login credentials in public code repo" could lead to uncontrollable cost on cloud provider like AWS, I have 2 questions
- is it allowed to use Captcha to filter out bot?
- authentication with signup with github, google account is ok instead of provide static login credentials in public code repo?
- can we obtain some AWS credits(50$) or other voucher to cover this kind of cost?
